Winston E. Dixon, President

Winston Dixon retired from the U.S. Department of Justice Federal Bureau of Prison as the Chief of Procurement.  During his 25-year career he provided leadership, oversight and contracting services to over one hundred Bureau of Prison facilities.

In 2009, Mr. Dixon created American Correctional Healthcare Inc.   His career with the Bureau of Prisons and outside the government has set the foundation for ACH to be the exceptional provider of services to the prisons and partner to the providers.  Mr. Dixon takes great pride in the relationships American Correctional Healthcare has created within the medical and prison communities.

Mr. Dixon is also a Veteran of the U.S. Navy and obtain a BA Degree from Columbia College of Columbia, SC.

Katy Browning-Herring, Executive Vice President

Katy Browning Herring has extensive experience within healthcare and contracting.  She creates a strong partnership with both the providers and the prisons and ensures they have cost effective solutions, while meeting the patient’s needs.  She obtained her Bachelor of Science degree in Human Development & Family Studies from Texas Tech University.  In addition to her relationships, her duties also include contract administration, provider compliance and quality assurance.

Kelli Kemple, Executive Vice President

Kelli Kemple has a Bachelor’s degree in Sociology and an MBA from Jacksonville University.  She has over 18 years of experience working with self-funded health plans, including reinsurance negotiations, operations management, PPO network development, provider contracting, compliance audits and account servicing.  Kelli oversees operations for American Correctional Healthcare and is dedicated to the providers and prisons to ensure ACH exceeds all expectations.
